Bio/Description

Collaborator with FIU's International Hurricane Research Center (IHRC), Chen is recognized for applying his research to real-world problems, including LiDAR data filtering that has revolutionized the acquisition of digital elevation data for large-scale mapping applications. He has served as a Full Professor in the School of Computing and Information Sciences (SCIS), Florida International University (FIU), Miami from August 2009, having previously served as an Assistant/Associate Professor in SCIS at FIU from 1999. He received Master's degrees in Computer Science, Electrical Engineering, and Civil Engineering in 1992, 1995, and 1996, respectively, and the Ph.D. degree in Electrical and Computer Engineering in 1998, all from Purdue University, West Lafayette, IN, USA.

Chen has served as the Director of the Distributed Multimedia Information Systems Laboratory and Associate Director of The Center for Advanced Distributed System Engineering at SCIS. His multimedia research included video and audio processing and indexing, content-based query processing, multimedia system, and multimedia database management systems, as well as applying multimedia techniques to hurricane research. For example, he collaborated with FIU's International Hurricane Research Center (IHRC) by applying his research to real-world problems, with projects that included LIDAR data filtering, spatial data management, and 3-D storm surge animation.

He authored and co-authored more than 175 research papers in journals, refereed conference, symposium, and workshop proceedings, as well as book chapters. Chen was also the co-author of a book entitled "Semantic Models for Multimedia Database Searching and Browsing" published by Kluwer Academic Publishers in 2000.

He received the best paper award from the 2006 IEEE International Symposium on Multimedia. Chen was also awarded the IEEE Systems, Man, and Cybernetics Society's Outstanding Contribution Award in 2005 and was co-recipient of the IEEE Most Active SMC Technical Committee Award in 2006. In addition, he was awarded the Excellence in Graduate Mentorship Award from FIU in 2006, the University Outstanding Faculty Research Award from FIU in 2004, the Outstanding Faculty Service Award from SCIS in 2004, and the Outstanding Faculty Research Award from SCIS in 2002.

He has served as a General Chair or Program Chair for more than 20 conferences, symposiums, and workshops. Chen has served as the PI/Co-PI/Co-investigator of several research grants from NSF, Naval Research Laboratory (NRL), National Oceanic and Atmospheric Administration (NOAA), Florida Department of Insurance, IHRC/FDCA/FEMA, and others, with a total amount of several million dollars. He supervised 9 Ph.D. students and 6 MS students, and is a fellow of SIRI.
