Bruce W. McConnell is a global cybersecurity and information-policy leader whose career spans government, international organizations, and private-sector advisory work. He is CEO of McConnell International, LLC, a consulting firm specializing in cybersecurity strategy, Internet governance, and global public policy.
McConnell served as Deputy Under Secretary for Cybersecurity at the U.S. Department of Homeland Security (DHS), where he oversaw national efforts in securing critical infrastructure, strengthening federal cybersecurity programs, and shaping early policy around Internet resilience and public–private collaboration.
Following DHS, he played senior leadership roles at organizations focused on global Internet stability and international security cooperation, including the EastWest Institute and the Global Commission on the Stability of Cyberspace. These roles placed him at the intersection of diplomacy, technology, and multi-stakeholder governance.
Across his career, McConnell has been recognized for his ability to bridge the technical, regulatory, and geopolitical dimensions of cybersecurity, contributing significantly to global dialogue on the stability and openness of the digital environment.
