Bio/Description
A computer pioneer who transformed software development from the art form of its hectic unstructured early days into the science of a predictable and manageable methodology. His long and distinguished career in software development management, began with IBM during the early days of System 360 development, continued as the first Director of the IBM Santa Teresa Lab in Silicon Valley with responsibility for all programming language development, and culminated at ITT where he was vice president heading the software division and became one of the early champions of software quality metrics as a solution to the reliability problems plaguing the industry. Following his corporate career he founded a successful consulting business, James Frame Enterprises (JFE), specializing in assessments and recommendations for improving software development methodologies for corporate clients in the telecom industry. He was educated at St. John's College, Annapolis, MD, where he served on the Board of Visitors and Governors.
